Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 to clarify exemptions for local law enforcement agencies performing fingerprinting for both criminal justice and non-criminal justice purposes, allowing them to charge reasonable fees.

Modifies the Firearm Owners Identification Card Act to establish notification procedures for courts, the Department of Human Services, and the Department of State Police when individuals are determined to pose a clear and present danger or are developmentally disabled, with separate reporting requirements for physicians, psychologists, law enforcement officials, and school administrators.

Amends the Firearm Concealed Carry Act to expand non-resident concealed carry provisions, allowing non-residents with valid licenses from comparable states to transport concealed firearms in vehicles and establishing procedures for non-resident license applications.

Requires concealed carry license applicants to complete at least 16 hours of approved firearms training including safety, marksmanship, state and federal law, and law enforcement interaction, with exemptions for active or retired law enforcement and military personnel.

Establishes requirements for certified firearms instructors including minimum age of 21, legal U.S. residency, high school diploma or GED, and valid firearms instructor certifications from approved entities, with penalties of at least $1,000 for unauthorized instruction.
