Amends the State Records Act and Local Records Act to require law enforcement agencies to make arrest information available to news media within 72 hours of arrest.

Requires disclosure of arrestee's name, age, address, photograph, charges, arrest time and location, and arresting agency name to news media for inspection and copying.

Permits withholding of arrest time/location, agency name, bail amount, and custody transfer information only if disclosure would interfere with law enforcement proceedings, endanger safety, or compromise correctional facility security.

Defines "news media" to include newspapers, periodicals, news services, radio stations, television stations, and entities producing news reels in print or electronic format.

Limits fees charged by law enforcement for arrest records to actual copying and reproduction costs, excluding labor costs, and subjects all arrest information to Consumer Fraud and Deceptive Business Practices Act provisions.
