SB0219 Summary

• Creates a new "Go For The Gold" scratch-off lottery game with net revenues deposited into a Special Olympics Illinois and Special Children's Charities Fund, effective July 1, 2014.

• Distributes Go For The Gold revenues as 75% to Special Olympics Illinois for statewide training and competitions and 25% to Special Children's Charities for Chicago-wide Special Olympics programs.

• Prohibits use of these lottery revenues for institutional, organizational, community-based overhead, indirect costs, or levies.

• Amends the Illinois Lottery Law to establish Section 21.9 governing the special scratch-off game and adds corresponding fund management provisions to Section 20 of the Lottery Law.

• Creates the Special Olympics Illinois and Special Children's Charities Fund as a special fund in the State Treasury to receive and hold revenues from the Go For The Gold game.
