Amends the Property Tax Code to add Section 10-23 regarding accessibility improvements to residential property.

Accessibility improvements made to residential property shall not increase the assessed valuation of the property.

Defines "accessibility improvement" as a modification or addition designed to make residential property more accessible to a disabled person.

Examples of accessibility improvements include installation of ramps, lifts, or fixtures, and removal of architectural barriers on the property.
