Renames the "Tri-City Regional Port District" to "America's Central Port District" throughout the Act.

Expands the District's territory to include townships in both Madison and Jersey Counties (adding Chouteau, Wood River, Alton, Godfrey, Elsah, and Quarry townships).

Increases the Board of Commissioners from 7 to 9 members, with the Governor appointing 6 members and the Mayors of Venice, Madison, and Granite City each appointing one member.

Establishes a tiered representation system based on gross operating revenues from areas north and south of the Cahokia Diversion Canal, allowing for increased Board representation from the northern area as revenues grow.

Extends the short-term borrowing period from 3 years to 20 years and adds new District powers including operating aquariums, museums, planetariums, industrial buildings, and subsidiary business corporations.
