Requires mortgage lenders to mail an additional copy of property tax bills to mortgagors within 15 days of receiving the bill from the tax collector.

Mortgage lenders must include any municipal service charge invoices for garbage, refuse, or ash disposal that are enclosed with the property tax bill when mailing to mortgagors.

Municipalities with populations between 100,000 and 1,000,000 may enter into intergovernmental agreements with their county to have the county collector include municipal garbage, refuse, or ash disposal invoices with property tax bills.

Municipalities must provide invoices to the county collector at least 15 days before tax bills are mailed and may reimburse the collector for associated mailing expenses.

County treasurers must ensure that only taxing districts where a property is located are listed on the bill for that property.
