State Board of Education must implement educator licensure system by July 1, 2013 with three license types: Professional Educator License, Professional Educator License with Stipulations, and Substitute Teaching License.

Professional Educator Licenses are valid for 5 years and require completion of approved educator preparation program, required testing, coursework on exceptional children, and reading instruction methods.

Educator Licenses with Stipulations include multiple endorsement options: provisional educator, alternative provisional educator, alternative provisional superintendent, resident teacher, career and technical educator, transitional bilingual educator, language, visiting international educator, and paraprofessional educator.

Career and technical educator endorsement requires minimum 60 semester hours of coursework and 2,000 hours of work experience outside education in the past 10 years; is valid for 5 years and may be renewed if applicant passes basic skills test.

Substitute Teaching Licenses require bachelor's degree, are valid for 5 years, and substitute teachers may teach maximum 90 days per licensed teacher per school year (or 120 days if holding Professional or Stipulated Educator License).
