Amends the Electronic Fund Transfer Act to prohibit terminal operators from imposing fees on consumers using general use reloadable cards issued by the Illinois State Disbursement Unit for child support payments.

Maintains existing prohibition on fees for consumers using Link Cards or other government-issued access devices for financial aid under the Illinois Public Aid Code.

Clarifies that "person operating a terminal" refers to the entity with control and responsibility for the terminal, not necessarily the property owner.

Requires terminals to use encryption for personal identification numbers during interchange transactions and maintain encrypted transmission throughout data processing.

Takes effect July 1, 2015.
