Extends sunset date for Genetic Counselor Licensing Act from January 1, 2015 to January 1, 2025.

Increases civil penalties for unlicensed practice from $5,000 to $10,000 per offense and increases disciplinary fines from $1,000 to $10,000 per violation.

Replaces references to "Director" with "Secretary" of Financial and Professional Regulation throughout the Act.

Adds new grounds for discipline including negligence (instead of gross negligence) in rendering services, charging for services not rendered, and allowing unlicensed persons to use one's license.

Modifies criminal conviction grounds for discipline to include convictions preceded by supervision, conditional discharge, or first offender probation, and specifies jurisdiction includes any U.S. jurisdiction or foreign nation.
