Establishes a Youth Hunting License for Illinois residents age 16 and under, allowing limited hunting privileges under adult supervision.

Youth license holders must be accompanied by and under close personal supervision of a parent, grandparent, or guardian who is at least 21 years old and holds a valid Illinois hunting license.

License is renewable and expires on March 31 following the date of issuance; costs $7 and is separate from any other hunting stamps, permits, tags, or license fees.

Youth age 17 or those choosing to hunt independently must successfully complete a Department-approved hunter safety course before obtaining a full hunting license.

Department shall adopt administrative rules for the program but cannot require hunting education certificates or other competency certifications as a condition of the Youth Hunting License.
