Adds vehicles of the Illinois State Toll Highway Authority identified as Highway Emergency Lane Patrol to the definition of authorized emergency vehicles under Section 1-105 of the Illinois Vehicle Code.

Permits Highway Emergency Lane Patrol vehicles to use red or white oscillating, rotating, or flashing lights, with lights only activated when responding to emergency calls, parked/stationary while providing motor vehicle assistance, or at emergency scenes.

Adds Highway Emergency Lane Patrol vehicles to the list of vehicles authorized to use amber oscillating, rotating, or flashing lights for maintenance and construction operations.

Allows Highway Emergency Lane Patrol vehicles to use amber oscillating lights in combination with white lights under the same activation restrictions as red/white lights.
