Amends the Probate Act of 1975 to require guardianship petition reports include the name, business address, and business telephone number of all evaluators, removing the requirement for their signatures.

Creates a new subsection (b-5) in Section 11a-9 allowing the court to appoint independent experts to examine the respondent upon motion by the respondent, guardian ad litem, or court's own motion, with the court determining reasonable fees for services.

Provides that if the respondent cannot pay expert fees, the court may order the petitioner to pay the fee or portion thereof, except that no fees shall be assessed against the Office of the State Guardian consistent with the Guardianship and Advocacy Act.

Moves the independent expert appointment provision from Section 11a-11 (Hearing) to Section 11a-9 (Report) by striking the original language and establishing it as subsection (b-5).

Adds language to Section 11a-12 stating that the paramount concern in selecting a guardian is the best interest and well-being of the disabled person.
