Private sales of concealable firearms between non-dealers must occur at a federally licensed dealer's place of business, with the dealer conducting a background check and following all applicable laws as if the dealer were the seller.

Purchasers or transferees may be charged a fee not exceeding $10 per firearm by the licensed dealer, plus applicable background check fees authorized by Section 3.1.

Exemptions apply to transfers between family members (spouses, parents, children, siblings, grandparents, in-laws), transfers by operation of law or court order, and transfers on gun show grounds.

Non-dealers transferring firearms at gun shows must request the Department of State Police conduct a background check on the prospective recipient before sale or transfer.

Department of State Police must develop an internet-based system for individuals to request instant criminal background checks prior to handgun sales or transfers, with the system required to be operational by July 1, 2014.
