Creates the Firearms Accountability Act, establishing civil liability for persons who intentionally or negligently deliver firearms, ammunition, or silencers to unauthorized recipients or those likely to use them unlawfully.

Persons delivering these items to recipients not legally authorized to possess them, straw purchasers, or anyone the deliverer knows or has reason to know will use them unlawfully become civilly liable for any subsequent tortious conduct involving the item's use.

Plaintiffs may recover punitive damages if the defendant's conduct was intentional, reckless, or grossly negligent.

Multiple defendants subject to liability under the Act are jointly and severally liable.

Allows prosecuting attorneys to request a stay of civil proceedings, including discovery, while a related criminal investigation or prosecution is pending.
