Replaces "subject of a report" with "perpetrator" throughout Section 7.16 of the Abused and Neglected Child Reporting Act to clarify terminology for individuals named in child abuse or neglect investigations.

Tolls the 60-day deadline for requesting amendment or removal of indicated reports from the State Central Register until after conclusion of any criminal court action or juvenile court adjudication related to the report.

Adds right for minor victims in pending juvenile court actions to participate and be heard in hearings regarding amendment or removal of reports, through their attorney or court-appointed guardian ad litem.

Changes the deadline for Department written decisions in record amendment hearings from 45 days to 60 days after the hearing.

Eliminates language that presumed report accuracy based solely on a court finding of child abuse or neglect, instead allowing hearings to challenge accuracy except when there is a court finding or criminal conviction.
