Establishes the "Bill of Rights for the Homeless Act" to protect persons experiencing homelessness from discrimination based on housing status in Illinois.

Guarantees homeless persons the right to use public spaces (sidewalks, parks, transportation, buildings) equally with other citizens without discrimination.

Prohibits discrimination by state and municipal agencies, employers, and healthcare providers based on housing status, including discrimination related to lack of permanent mailing address.

Protects voting rights and privacy of homeless persons, including confidentiality of records provided to shelters and service providers in accordance with federal Homeless Management Information Systems, HIPAA, and Violence Against Women Act standards.

Allows courts to award injunctive relief, actual damages, and reasonable attorney's fees and costs to prevailing plaintiffs in civil actions alleging violations of this Act.
