Authorizes the Illinois Toll Highway Authority to establish a civil administrative adjudication system for violations of toll highway operations without payment, with fines and costs imposed upon preponderance of evidence.

Allows the Authority to maintain a searchable online database of persons or entities with unpaid final liability orders totaling more than $1,000 for tolls, fines, late fees, or administrative costs.

Permits vehicle immobilization, towing, or impoundment for enforcement of final orders involving 5 or more violations after judicial review periods expire.

Provides an amnesty program allowing violators to settle violations dated before the law's effective date by paying 50-75% of original fines and tolls based on violation count (25 or fewer = 50%, 26-50 = 60%, 51+ = 75%), with payment required within 60 days.

Exempts commercial vehicle lessors from liability for toll evasion violations if they provide a copy of the lease agreement to the Authority within 21 days and include notification provisions that the lessee is responsible for tolls and fines.
