• Amends the Illinois Vehicle Code Section 5-102.7 to exclude dealers who sell vehicles to other dealers or auction houses from the definition of "dealer" for purposes of the Dealer Recovery Trust Fund.

• Clarifies that vehicle sales between dealers and to auction houses do not count toward the 25-vehicles-per-year threshold that determines whether a dealer must participate in the fund.

• Maintains all other provisions of the Dealer Recovery Trust Fund, which reimburses consumers harmed by dealership closures when dealers fail to pay off trade-in vehicle liens or sell vehicles with undisclosed liens.
