IL SB1221

Establishes the State Seal of Biliteracy program, effective beginning with the 2014-2015 school year, to recognize public high school graduates who attain high proficiency in one or more languages in addition to English.

Defines "foreign language" to include modern languages, Latin, American Sign Language, Native American languages, and native languages.

Requires the State Board of Education to adopt rules establishing criteria for earning the seal, which may include English language arts credits, foreign language credits, and approved proficiency assessments.

Mandates that participating school districts designate the State Seal of Biliteracy on diplomas and transcripts of qualifying pupils and maintain appropriate records.

Prohibits charging pupils a fee for the seal designation itself, though costs may be incurred for proficiency assessments; school district participation in the program is voluntary.
