Increases the distance that rail carriers must clear view obstructions along their right of way from 500 feet to 1,000 feet in either direction from each railroad-grade crossing on track corridors where train speeds may exceed 80 mph.

Requires rail carriers to place advance crossing signs (whistle posts) at farm private crossings on track corridors where train speeds may exceed 80 mph to alert train operators of upcoming crossings.

Amends the Illinois Vehicle Code Section 18c-7401 regarding safety requirements for railroad track, facilities, and equipment.

Applies to public and private railroad-grade crossings on high-speed track corridors where trains regularly exceed 80 miles per hour.
