Executive Order 1 (2012) Implementation Act Summary

• Transfers state healthcare purchasing functions from the Department of Healthcare and Family Services back to the Department of Central Management Services, Department of Corrections, Department of Human Services, and Department of Veterans' Affairs effective 6 months after the act's passage.

• Reverses Executive Order 3 (2005) which had consolidated healthcare purchasing functions, except retains the renaming of the Department of Public Aid as the Department of Healthcare and Family Services.

• Transfers healthcare purchasing responsibilities for state employees, retirees, teachers, local government employees, and residents of state-operated facilities (correctional, mental health, and veterans facilities) back to their respective departments.

• Ensures transferred personnel, records, contracts, databases, and unexpended funds move to the appropriate departments to support the relocated healthcare purchasing functions.

• Amends the State Employees Group Insurance Act and other related statutes to reflect the restoration of healthcare purchasing powers to the Department of Central Management Services and other agencies.
