• Amends the Methamphetamine Precursor Tracking Act to expand the definition of "qualified outside entity" that can access central repository records.

• Adds five new categories of entities eligible to access methamphetamine precursor tracking information: probation and court services departments, the Department of Corrections, the Department of Juvenile Justice, the U.S. Probation and Pretrial Services System, and the U.S. Parole Commission.

• Retains the existing authorization for law enforcement agencies and prosecutor's offices to identify, investigate, or prosecute violations involving methamphetamine precursors and other controlled substances.

• Takes effect immediately upon becoming law.
