Amends Section 1A-1 of the School Code concerning the State Board of Education membership structure and appointment procedures.

State Board of Education consists of 8 members plus a chairperson appointed by the Governor with Senate advice and consent, with regional representation: 2 from counties outside Cook County and contiguous counties, 2 from Cook County (one from Chicago, one from outside Chicago), 2 from the 5 counties contiguous to Cook County, and 3 at-large members including the chairperson.

Members serve 4-year terms beginning on the second Wednesday of January in odd-numbered years, with no more than 2 members from the same political party among the 4 members whose terms expire in the same year.

Governor taking office on the second Monday of January nominates members to fill vacancies with terms beginning after that date and before the next Governor's term begins.

Vacancies are filled by gubernatorial appointment with Senate consent for the unexpired term; temporary appointments may be made when the Senate is not in session.
