IL SB1286

Lowers the age requirement for obtaining a Firearm Owner's Identification Card from 21 years to 18 years without parental consent.

Applicants under 18 years of age must still obtain written consent from a parent or legal guardian, and that parent/guardian must file an affidavit confirming they are not prohibited from possessing firearms.

Adds requirement that applicants under 21 years of age have never been convicted of a misdemeanor (other than traffic offenses) or adjudged delinquent to qualify for a card.

Maintains existing disqualifications including felony convictions, drug addiction, mental health commitments, domestic violence convictions, and unlawful alien status.

Becomes effective immediately upon passage.
