Amends the Community Youth Employment Act to expand the program from a 10-week summer work period to a 52-week, year-round work period.

Department of Commerce and Economic Opportunity shall administer a competitive grant program providing 5,000 youths with stipends, wages, or both, and supervision.

Grants awarded to programs of no more than 100 youths created and administered by community-based organizations, not-for-profit organizations, educational institutions, or governmental entities in Illinois.

Programs must employ low-income youths between ages 14 and 21 in positions involving job training, life skills, education counseling, work readiness skills, or supervised meaningful work experience projects.
