IL SB1330

Amends the Illinois Public Aid Code to expand grounds for denying, suspending, or terminating vendor participation in the medical assistance program, including for delinquent debts, fraud convictions, and associations with previously excluded vendors.

Establishes civil monetary penalties up to $10,000 per item or service (or up to $50,000 for certain violations) plus treble damages for vendors who knowingly submit false claims, fail to provide access to records, or engage in prohibited conduct under the medical assistance program.

Authorizes the Department to withhold payments to vendors upon initiation of audits or investigations involving credible allegations of fraud, and allows temporary withholding for up to 3 years pending completion of legal proceedings.

Requires vendors identified as posing risk of fraud, waste, abuse, or harm to submit to fingerprint-based criminal background checks and potentially post surety bonds.

Creates a self-referral disclosure protocol allowing healthcare providers to voluntarily disclose violations to the Department, with consideration given to providers' timely use of the protocol when evaluating compliance.
