Illinois Law Enforcement Training Standards Board must develop uniform policies and guidelines for conducting lineups and photo spreads within 6 months based on best practices, to be followed by all local and state law enforcement agencies.

Police and sheriff departments must adopt procedures complying with the Board's guidelines within 6 months, including requirements for blind administrators when practicable and sequential presentation of lineup members or photographs.

Audio-video recordings of entire identification procedures are required unless impracticable, with detailed written explanations required if recording cannot be made; eyewitnesses must be given specific instructions about the procedure and told the perpetrator may or may not be present.

Lineups must include at least 4 fillers and photo spreads must include at least 5 fillers; written records of all identification procedures must document results, participants, date, time, and eyewitness confidence level.

All lineup photographs and video/audio recordings must be disclosed to the defendant and defense counsel during discovery; training on eyewitness identification procedures becomes mandatory for police basic and review training programs one year after Board guidelines are adopted.
