Amends the Probate Act of 1975 Section 11a-10 to add the Department of Children and Family Services (DCFS) as a petitioner whose guardian ad litem and legal fees are exempt from assessment.

Exempts DCFS from paying guardian ad litem and counsel fees when petitioning under subparagraph (d) of subsection (1) of Section 2-27 of the Juvenile Court Act of 1987, consistent with existing exemptions for the Office of State Guardian, public guardians, and elder abuse provider agencies.

Maintains that other petitioners may be ordered to pay guardian ad litem and counsel fees if the respondent is unable to pay, or the court may allow such fees to be paid from the respondent's estate.

Preserves all existing rights and procedures for respondents in guardianship proceedings, including the right to counsel, jury trial, and independent expert examination.
