• Mandates reporting of the percentage of annual capital expenditures actually spent on minority-owned, women-owned, veteran-owned, and small business enterprises, respectively.

• Applies to capital expenditures exceeding $200,000 (adjusted annually for inflation) and prohibits duplicate data collection with other Department reporting.

• Becomes effective immediately upon enactment.
