Amends procedures for judicial registration of administrative support orders established by the Illinois Department by requiring the registering party to serve notice on the other party by first class mail, with different service methods for default orders and those seeking affirmative remedies.

Eliminates the requirement for the circuit court clerk to notify the nonregistering party and requires instead that notice accompany a copy of the registered administrative support order and all accompanying documents.

Establishes that obligees in IV-D cases receiving services must notify the Department within 60 days if they wish to have the Department compute interest accrued on support obligations between May 1, 1987 and December 31, 2005; failure to notify results in the Department having no duty to enforce such interest.

Modifies interest calculation on child support judgments to apply one-twelfth of the statutory interest rate monthly to unpaid balances, excluding current month's unpaid child support, with interest collected through available state law enforcement methods.
