Reduces the record retention period for firearm, stun gun, and taser transfers from 10 years to 5 years from the date of transfer.

Requires transfer records to contain the date of transfer, description and serial number of the weapon, transferee's Firearm Owner's Identification Card number, and the date of application for transfer (effective January 1, 2006).

Mandates that non-federally licensed firearm dealers at gun shows request a background check from the Department of State Police before transferring firearms.

Allows residents to purchase ammunition from sellers within or outside Illinois via U.S. mail or authorized private carriers upon providing a valid Firearm Owner's Identification Card and Illinois driver's license or state ID card.

Takes effect immediately upon enactment.
