Adds flashing yellow arrow signal indication to Illinois Vehicle Code Section 11-306, allowing vehicles to cautiously enter intersections to make the indicated turn movement while yielding to other vehicles and pedestrians.

Permits pedestrians facing a flashing yellow arrow to proceed across roadways within marked or unmarked crosswalks that cross lanes used by turning traffic, provided they yield to vehicles lawfully in the intersection when the signal is first displayed.

Allows motorcycles and bicycles in municipalities with fewer than 2,000,000 inhabitants to proceed through red lights after waiting at least 120 seconds if the signal fails to change due to malfunction or failure to detect the vehicle.

Maintains existing traffic control signal rules for green, yellow, and red circular and arrow signals for vehicles and pedestrians.
