IL SB1393

Requires voters to present valid photo identification (Illinois driver's license, state ID, passport, military ID, or new voter registration ID card) in order to vote in person or by absentee ballot.

Directs the State Board of Elections to establish a system for issuing free voter registration identification cards with photographs for voting purposes only.

Allows voters who fail to present required identification to cast provisional ballots, which are counted if identification is later provided or if an affidavit is submitted claiming religious objection or reasonable impediment to obtaining photo ID.

Mandates the State Board of Elections to conduct an aggressive voter education program including posting information at election offices, training election judges, conducting county seminars, and notifying registered voters without photo ID by September 15, 2013.

Effective July 1, 2013.
