Amends the River Edge Redevelopment Zone Act to change the repeal date of Section 10-10.1 from July 29, 2017 to July 29, 2019.

Establishes that costs for utility facility removal or relocation in a River Edge Redevelopment Zone shall be shared equally among the public utility, the municipality, and qualifying landowners within 100 feet of the facility.

Caps each municipality or landowner's cost responsibility at either an equal percentage of total project costs or $3,667,000, whichever is less.

Allows public utilities to recover unshared costs through tariffs to all retail customers in the municipality or municipalities where removal or relocation occurs.

Directs the Illinois Commerce Commission to allow utilities to fully recover all environmental remediation costs related to facility removal or relocation from all retail customers system-wide, recorded as regulatory assets to be amortized over a reasonable period.
