SB1415 - Board of Legislative Repealers Act

• Authorizes the Joint Committee on Legislative Support Services to create the Board of Legislative Repealers as a not-for-profit corporation with 5 board members appointed by the President of the Senate, Minority Leader of the Senate, Speaker of the House, and Minority Leader of the House.

• Empowers the Board to identify state laws and regulations that are duplicative, conflicting, contradictory, anachronistic, obsolete, or held unconstitutional by federal or state courts, and to recommend their repeal, modification, or revision.

• Requires the Board to create a public online portal for soliciting citizen comments on laws for potential repeal and to track actions taken on its recommendations, with annual reports due to the Joint Committee on February 1 beginning in 2015.

• Allows the Board to accept gifts, grants, and bequests from federal, state, and private sources, with funds held in the Board of Legislative Repealers Fund by the State Treasurer and exempt from Illinois Procurement Code requirements when private funds are used.

• Directs the Joint Committee on Administrative Rules, Legislative Information System, Legislative Reference Bureau, and Legislative Research Unit to provide technical support and information to the Board as directed by the Joint Committee on Legislative Support Services.
