Amends Section 13-202 of the Public Utilities Act to make a technical change to the definition of "telecommunications carrier"

Changes the word "and" in the definition from a strikethrough to underlined text in the opening phrase

Maintains all substantive provisions regarding what entities qualify as telecommunications carriers, including Electing Providers as defined in Section 13-506.2

Preserves all existing exemptions for political subdivisions, public/private institutions of higher education, mutual concerns, self-serving companies, and community antenna television service providers
