Requires each election authority to conduct a 10% election day audit of votes cast for statewide offices, countywide offices, federal races, and municipal races with more than 50,000 registered voters.

Mandates independent parallel election tabulation and audits (PETA) for every race and proposition in each election, conducted by state-licensed public accounting firms and overseen by independent election audit committees.

Establishes audit procedures including random ballot selection, hand counting verification, public reporting within 24 hours for election day audits and 21 days for operational reports, and admissibility of audit reports as evidence in election disputes.

Requires optical scan and direct recording electronic voting systems to meet federal Election Assistance Commission standards and pass testing by approved independent testing authorities.

Mandates election authorities using only direct recording electronic voting systems provide paper ballots available to voters during early voting who request them.
