Grants up to 10% bid preference to qualified veterans (businesses 51% or more owned by veterans) on state contracts, with the preference making them eligible to win if they are otherwise the lowest bidder.

Establishes a state goal to award at least 3% of total annual contract expenditures to qualified veterans, including subcontracts with veteran-owned businesses.

Requires chief procurement officers to report annually by September 1 to the Department of Central Management Services on qualified veteran bidders, contracts awarded, and whether the 3% goal was met.

Mandates chief procurement officers to make annual recommendations on the 3% goal based on input from veteran service organizations and the business community, considering the number of veteran-owned businesses and need to promote them.

Requires the Governor to recommend to the General Assembly changes to programs assisting veteran-owned businesses to help the state reach the 3% contracting goal.
