Amends Illinois Vehicle Code Section 6-206 to add grounds for driver's license suspension or revocation, including a new provision for second or subsequent violations of boating safety laws under the Boat Registration and Safety Act.

Adds paragraph 47 to discretionary suspension/revocation grounds, allowing the Secretary of State to suspend driving privileges for a second or subsequent violation of Section 5-16 of the Boat Registration and Safety Act (operating a watercraft under the influence), a similar local ordinance violation, or Title 46 federal boating regulations, with a 3-month suspension period.

Amends the Boat Registration and Safety Act Section 5-16 to require the Secretary of State to suspend a driver's license for 3 months for any conviction or misdemeanor/felony violation of boating under the influence, except first-time offenders are exempt from this mandatory suspension.

Establishes that court clerks must report boating under the influence convictions or court supervision dispositions to the Secretary of State for driver's license suspension purposes.
