Extends the repeal of the Medical Practice Act of 1987 from December 31, 2013 to December 31, 2023.

Increases initial license application fees from $300 to $500 and renewal fees for Illinois residents from $100 to $167 per year; increases nonresident renewal fees from $200 to $250 per year.

Requires the Department of Financial and Professional Regulation to process completed initial license applications within 45 calendar days after receipt.

Allows individuals with a 3-year temporary license who apply for an initial license to pay the renewal fee rate instead of the initial license fee rate.

Directs the State Comptroller to order a $9,600,000 transfer from the General Revenue Fund to the Illinois State Medical Disciplinary Fund.
