Amends the Medical Practice Act of 1987 to extend the repeal date from January 1, 2014 to December 31, 2014 for the Act's continued regulation.

Adds Section 9.3 allowing applicants to withdraw license or permit applications at any time, with withdrawals after receiving a Notice of Intent to Deny being reported to the Federation of State Medical Boards.

Adds ground 44 to Section 22 disciplinary grounds, making violation of the Compassionate Use of Medical Cannabis Pilot Program Act a basis for license discipline, with fines up to $10,000 per violation.

Adds Section 1.5 to Section 23 requiring post-graduate clinical training program directors to report to the Disciplinary Board when trainees separate from residency or fellowship programs prior to completion.

Establishes December 30, 2013 as the effective date for all amendments in the bill.
