Amends the Veterans and Servicemembers Court Treatment Act to add that defendants must be eligible for probation based on the nature of the crime and criminal background before admission.

Adds two new exclusion criteria for Veterans and Servicemembers Court: crimes that are non-probationable and sentences that render the defendant ineligible for probation.

Makes identical amendments to the Mental Health Court Treatment Act regarding probation eligibility requirements and the two new exclusion criteria.

Maintains existing exclusions for both court programs including crimes of violence committed within the past 10 years and lack of willingness to participate in treatment.

Clarifies that Mental Health Court excludes offenses involving firearm discharge, while Veterans Court excludes those offenses or where serious bodily injury or death occurred.
