Creates the Depakote Settlement Fund as a special fund in the Illinois State Treasury to receive settlement payments from Abbott Laboratories cases.

Deposits all moneys from the Final Consent Judgment in The People of the State of Illinois v. Abbott Laboratories (Cook County Circuit Court, No. 12-CH16819) and the Settlement Agreement in United States v. Abbott Laboratories (U.S. District Court, Western District of Virginia, Criminal No. 1:12-cr-26) into the Fund.

Authorizes appropriation of Fund moneys to provide community services for persons with serious mental illness, limited to service categories listed in Section 2 of the Community Services Act.

Requires that Depakote Settlement Fund appropriations supplement rather than replace existing community mental illness service funding.

Takes effect immediately upon becoming law.
