Establishes reporting requirements for the Director of Central Management Services to provide information to the Commission on employee benefits programs by April 1 each year, with monthly updates, and within 5 business days of written requests.

Requires a 30-day waiting period after contract awards are published in the Illinois Procurement Bulletin before contracts can be executed, unless waived in writing by the Commission; exempts Medicare-primary health benefits contracts through January 1, 2014 from this requirement.

Directs the Department of Central Management Services to procure group health benefits for Medicare-primary members and their dependents by January 1, 2014, with initial procurement exempt from most Illinois Procurement Code requirements except specific sections.

Allows the State Treasurer to transfer excess funds from the Treasurer's Rental Fee Fund to the State Pensions Fund, and permits retention of more than $2,500,000 in the Unclaimed Property Trust Fund if necessary for prompt payment of claims.

Directs all amounts deposited to the State Pensions Fund from the Unclaimed Property Trust Fund beginning in fiscal year 2014 to be apportioned to designated retirement systems to reduce their actuarial reserve deficiencies.
