IL SB1516

Amends the Effective Date of Laws Act (5 ILCS 75/1) to add requirements for bills passed in odd-numbered years prior to the convening of the General Assembly.

Requires bills passed before the General Assembly convenes in odd-numbered years to receive a three-fifths vote of members elected to each house to become effective.

Maintains existing effective date provisions for bills passed prior to June 1, with bills becoming effective January 1 of the following year unless a different date is specified.

Takes effect immediately upon becoming law.
