Amends Section 11-74.4-3.5 of the Illinois Municipal Code regarding completion dates for tax increment financing (TIF) redevelopment projects.

Makes a technical correction by removing a duplicated word ("the") in subsection (a) describing estimated completion dates for redevelopment projects and retirement of related obligations.

Removes commas after specific dates in subsections (b) and (c) listing municipalities with special completion date provisions.

Renumbers subsections (c)(102) and (c)(103) to (c)(103) and (c)(104) to maintain proper sequential ordering after adding new provisions for the Village of Glenwood and City of East Peoria.
