Amends the Local Governmental and Governmental Employees Tort Immunity Act, Section 5-101 (745 ILCS 10/5-101)

Expands the definition of "local public entity" to include private persons, organizations, and corporations that provide emergency support

Covers specialized operations teams for hazardous materials mitigation, underwater rescue and recovery, technical rescue, and incident management

Applies when private entities provide support to fire departments, fire protection districts, or rescue squad districts during emergencies upon request by the fire chief or designee

Requires support be activated through formal mutual aid systems such as the Mutual Aid Box Alarm System, an Illinois intergovernmental agency
