SB1528 Summary

• Amends the Rights of Crime Victims and Witnesses Act to require law enforcement to notify crime victims when a closed investigation is re-opened, unless disclosure would interfere with the investigation.

• Adds new subsection (9.5) requiring the State's Attorney to inform victims of their right to make a victim impact statement at sentencing and of family members' right to submit information to the presentence report preparer about the offense's effect on the victim.

• Modifies the Unified Code of Corrections to add subsection (3.5) to the presentence report requirements, allowing victim's spouse, guardian, parent, grandparent, and immediate family members to submit written statements about the offense's impact on the victim and themselves.

• Attaches any written statements from family members to the presentence report for judicial consideration during sentencing.
