Establishes regulations for non-highway vehicles (ATVs, golf carts, off-highway motorcycles, recreational off-highway vehicles) on public streets and roads in Illinois, generally prohibiting their operation except on streets with posted speed limits of 35 mph or less.

Requires operators of non-highway vehicles to have a valid driver's license and mandates specific safety equipment including brakes, steering, mirrors, reflectorized warning devices, headlights visible 500 feet ahead, tail lamps visible 100 feet behind, brake lights, and turn signals.

Allows municipalities, townships, counties, and the Department of Transportation to authorize non-highway vehicle operation by ordinance or resolution if public safety is not jeopardized, with authority to restrict vehicle types and require appropriate signage.

Exempts non-highway vehicles used for farming operations on county and township roadways from certain equipment requirements, though operators must carry specified insurance coverage and operate with headlamps and tail lamps during dawn and dusk hours.

Amends boat safety regulations to exempt racing shells, rowing sculls, racing canoes, and racing kayaks from personal flotation device (PFD) requirements when participating in Department-sanctioned PFD optional events.
