Secretary of Human Services shall seek a waiver from the U.S. Department of Agriculture within 6 months to allow photo identification on the face of LINK cards issued for SNAP benefits or cash assistance.

Department of Human Services must provide the Illinois General Assembly with good faith cost estimates within 6 months for: replacing all valid LINK cards with photo cards, phasing in new photo cards under the current vendor contract, and implementing photo cards through a new RFP once the current contract expires.

Department shall suggest a process to the Illinois General Assembly within 6 months that allows caregivers to use a recipient's LINK card on the recipient's behalf under the waiver.

The Illinois General Assembly shall determine through legislation whether to implement the waiver based on projected costs and other findings provided by the Department.
